The redirect to the User Web Login page does not work. In Users | Status we can see that SSO is trying to probe users in the specific zone (i.e. WLAN) even is SSO Enforcement on that zone is disabled.

Resolution

In order to display User Web Login Page, a custom access rule from zone X (i.e. WLAN) to WAN has been created as Configure User Level Authentication.
