Apr 21, 2016 · The American Health Information Management Association has developed a patient portal toolkit for health information management professionals to provide guidance on the issues, latest regulatory requirements, opportunities and challenges of providing patient access to their health records through a patient portal.
Many organizations are investing in a variety of secure-access Web portals, such as portals that give providers access to patient records and employee portals that allow staff the opportunity to work remotely. Patient portals offer consumers the ability to e-mail securely with physicians, complete registration forms prior to appointments, and access their health records.
Laws recognize several categories of parent. These include: 1 Legal guardian 2 Married biological parents 3 Separated or divorced biological parents 4 Step parents 5 Adoptive parents 6 Foster parents 7 Grandparents (children living with grandparents who are not legal guardians) 8 Other, such as a parent in the service or overseas who has transferred guardianship to a relative or friend with whom the child is temporarily living
In many states, minors have privacy rights specific to sexual reproduction, sexually transmitted diseases, and mental health and substance abuse treatment. These rights require a signed authorization by the patient before information can be released to a parent.
Both teens and parents wanted to learn about confidentiality and the use of the portal from their provider . Teens wanted to be invited to sign up for the portal and be able to choose the features that they want to use. Teens in general felt that it was their decision whether or not to sign up for the portal and they should not need their parents’ approval. Not surprisingly, parents felt they should have to provide consent for their teens to use the teen patient portal.
Adolescence is a critical time for delivery of health services. Yet we know that teens often do not get the services they need, such as screening for chronic conditions, immunizations, and health promotion. 1–3 This is particularly true for sensitive services that require confidentiality between the teen and the provider. In fact, concern about confidentiality is one of the major reasons teens forgo needed care. 4 The Internet offers a unique opportunity for confidential and secure communication between the teen and the provider.
Nineteen parents and 17 teens participated in the focus groups, and 15 parents and 18 teens participated in the online bulletin boards. Females accounted for 58 percent of teen participants and 98 percent of parent participants. Almost all the participants in the focus group were white (98 percent), and all had commercial insurance. Ninety-five percent of the teen participants were in 11th or 12th grade.
To enhance individuals’ access to their information, AHIMA believes that public policy that seeks to increase and automate individual access to health information must: Guarantee an individual’s right to access his or her health information.
Health information (HI) professionals are the frontline professionals when individuals seek access to their health information, and they have the expertise and knowledge to inform and enhance public policy that seeks to improve individuals’ access to their health information .
