Billy was raised in Hope, Arkansas. He went to college at UCA in Conway from 1982-1986. He then went to UAMS medical school in Little Rock from 1986-1990. He did his residencies at LSU in Shreveport, LA which included OB/GYN, pathology, and family practice. He moved to Conway in 2001 and has been practicing family medicine ever since.
