The EMS Section has primary responsibility for facilitating the statewide data collection, analysis, surveillance and reporting of EMS data.
This system was implemented in 2002 and provides aggregated EMS agency response information. EMS agencies are required to complete a quarterly report of the volume and type of calls that were completed. Upon receipt of this report, EMS Section staff enter the information into a Structured Query Language (SQL) database.
EMSTARS provides submitting EMS agencies with an abundance of reporting tools that can be used for local performance improvement and benchmarking. EMS agencies may log into the EMSTARS to view standardized quality assurance reports and to customize reports that assist clinical and operational decision making.

The primary purpose of the Patient Care Report (PCR) is to document all care and pertinent patient information as well as serving as a data collection tool. The documentation included on the PCR provides vital information, which is necessary for continued care at the hospital.
The PCR documentation is considered a medical document that becomes part of the patient's permanent medical record. It is also considered a legal document in cases where liability and/or malpractice issues arise. It is the source in which all medical billing claims are based.
