As part of enacted legislation—the Families First Coronavirus Response Act, the Paycheck Protection Program and Health Care Enhancement Act, the Coronavirus Aid, Relief, and Economic Security (CARES) Act#N#External Link Icon#N#, and the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) —the U.S. Department of Health and Human Services (HHS), will provide claims reimbursement to health care providers generally at Medicare rates for testing uninsured individuals for COVID-19, for treating uninsured individuals with a COVID-19 primary diagnosis, and for COVID-19 vaccine administration to the uninsured.

HRSA has contracted with UnitedHealth Group to be the sole administrator of the HRSA COVID-19 Uninsured Program. To launch this program as quickly and securely as possible, some steps in the process involve existing UnitedHealth Group tools. Specifically, you'll need a direct deposit / ACH account with Optum Pay™. If you have an established Link account with UnitedHealthcare, the authenticated program platform will recognize your TIN and provider roster information. The process will not involve credentialing or contracting with UnitedHealth Group, and the information you submit will be used to administer the HRSA COVID-19 Uninsured Program.
You will be able to download an 835 file, as well as download the Electronic Provider Remittance Advice (PDF version of the 835 file) for the HRSA COVID-19 Uninsured Program, by accessing Optum Pay with your One Healthcare ID. On the Optum Pay website you can access your remittance information on the View Payments tab. You can find that tab by following this path: 1 Log in to Optum Pay#N#External Link Icon#N#. 2 Select the Tax Identification Number (TIN) associated with the claims you are looking to reconcile. 3 Select View Payments.
Submit claims electronically for professional and facility services (ANSI X12 837). All claims must be submitted electronically using an 837 EDI transaction set. Claims will be submitted outside the HRSA COVID-19 Uninsured Program Portal. Reimbursement is subject to available funding.
EDI claims received each day by 4:00 p.m. ET will be initiated through claims processing at 7:00 a.m ET the next day (day 1) . E.g., if claim is submitted at 3:45 p.m. ET on May 20, it will be initiated through claims processing at 7 a.m. ET on May 21.
