Patient Access & Veteran's Choice On August 7, 2014, the President and Congress enacted the Veterans Access, Choice, and Accountability Act of 2014. The Choice Program creates a new process for some Veterans to receive health care in their communities, rather than waiting for a VA appointment or travelling long distances to a VA facility.
