Office hours are Monday through Thursday, 8:00 a.m. to 4:30 p.m., and Friday 8:00 to 12 p.m.

Financial Policy

If you do not provide us with a valid insurance card at the time of your visit, you will be considered a “self-pay” and required to pay in full at the time services are rendered. Co-payments and any outstanding balances are required at check-in.

After retiring as a full Colonel and beginning full-time private practice in Fort Walton Beach, Florida in 1991, Dr. Poppell founded Emerald Coast Eye Institute, PA , to provide the most advanced and highest quality eye care for our community and the surrounding region.

Where is Dr. Planchard?

Dr. Planchard has been a practicing ophthalmologist for over 10 years. He completed his ophthalmology residency at LSU Health Science Center Shreveport and completed his Cornea and Refractive Surgery Fellowship through Price Vision Group in Indianapolis.

Where did Dr Poppell go to school?

Dr. Poppell completed his ophthalmology residency at the Medical College of Wisconsin in Milwaukee, Wisconsin, and further training in a corneal/external disease fellowship at the prestigious Bascom Palmer Eye Institute in Miami, Florida.
