2000The Community Health Assist Scheme (CHAS) was started in 2000 by the Ministry of Health (MOH). Back then, the scheme was created to provide needy elderly and/or disabled Singaporeans with better access to primary healthcare by bringing affordable services closer to them.
If you have been assessed to require specialist care and hold a CHAS Blue, CHAS Orange, MG and PG card, your CHAS GP and dentist can make a referral for you to visit a public hospital Specialist Outpatient Clinic (SOC) or public dental National Specialty Centre (NSC).

CHAS was formed in February 1992 by a group of professionals and parents of children with life-shortening conditions who had travelled to England for hospice care. In 2018/19, CHAS supported 465 children with a life-shortening condition, and their siblings, parents and wider families.
From 1 November 2019, Community Health Assist Scheme (CHAS) cardholders will receive enhanced subsidies at CHAS clinics. Merdeka Generation (MG) seniors can also receive additional subsidies for outpatient care at polyclinics, public Specialist Outpatient Clinics (SOCs) and CHAS clinics.
Rather, it is for the special generation of Singaporeans who were at least aged 16 in 1965 - or are aged 65 and older by the end of 2014. Initially, the Government had considered providing the Pioneer Generation benefits to those who were at least aged 21 in 1965.
